Where Asbestos Is Found in London Plumbing and Heating Systems

  • Boiler insulation: Some older boilers had asbestos board insulation around the heat exchanger casing.
  • Ceiling and floor tiles: Vinyl floor tiles and ceiling tiles common in 1960s-1970s properties may contain chrysotile asbestos — disturbed when removing flooring to access under-floor pipework.
  • Artex coatings: Pre-1985 Artex (textured ceiling coating) contains chrysotile asbestos. Drilling through ceilings for pipe or cable routes releases fibres.
  • Roof and external cladding: Asbestos cement roofing and panels — relevant if accessing loft spaces for pipe runs or cold water tanks.

Legal Obligations for London Landlords

The Control of Asbestos Regulations 2012 requires the "duty holder" for non-domestic premises (which includes landlords of HMOs and commercial properties) to:

  • Assess whether asbestos is present in the property
  • Keep a record (asbestos register) of the location, type, and condition of any ACMs
  • Manage any ACMs in good condition — undisturbed, well-maintained asbestos in good condition is safest left in place
  • Inform contractors working on the property of any known ACMs before work starts

What to Do Before Plumbing Work in a Pre-2000 London Property

  1. Obtain an asbestos survey: A management survey (for occupied premises where work is not yet planned) identifies and assesses ACMs. Cost: £200-500 for a residential property.
  2. Provide the survey to contractors: Any plumber, electrician, or builder working on a pre-2000 London property should have sight of the asbestos register/survey before starting work.
  3. Do not disturb suspected ACMs: If you suspect pipe lagging, ceiling tiles, or floor tiles may contain asbestos, sample and test before work proceeds.

This is the responsible course of action.

Is Artex on the ceiling asbestos?
