Is PAT testing a legal requirement for landlords?
PAT testing is not a specific legal requirement for residential landlords in the way that EICR and gas safety certificates are. However, landlords have a duty under the Electrical Equipment (Safety) Regulations 1994 to ensure that any electrical equipment they supply is safe. PAT testing is the recognised way to demonstrate compliance. Many HMO licence conditions specifically require PAT testing.
Which appliances need to be PAT tested?
All portable appliances supplied by the landlord as part of the tenancy. This includes washing machines, tumble dryers, fridges, freezers, dishwashers, microwaves, kettles, toasters, televisions, lamps and extension leads. It does not include fixed appliances that are covered by the EICR.
How often should PAT testing be done for rental properties?
There is no fixed statutory interval for residential properties. Annual testing is recommended as best practice. HMO licence conditions often specify annual PAT testing. For short-let properties where appliances get heavier use, annual testing is sensible.
What does a PAT test involve?
A PAT test involves a visual inspection of the appliance, its lead and plug, followed by an electrical test using a PAT tester device. The test checks earth continuity, insulation resistance and leakage current. A pass or fail label is attached to the appliance and a written test record is produced.
