Winter Plumbing Checklist for London Landlords: Pre-Season Preparation

Why Pre-Winter Plumbing Checks Matter for London Landlords
London winters are mild compared to the rest of the United Kingdom, but temperature drops below freezing do occur — typically two to four times per winter in central London and more frequently in outer boroughs and higher ground areas. A single overnight frost is sufficient to freeze an exposed water pipe in an unheated outbuilding, a cold loft, or a poorly insulated external wall cavity. As a landlord in London, you have a legal duty under the Landlord and Tenant Act 1985 to keep the structure and exterior of the property in good repair, which includes water supply pipes and drainage. Outdoor Tap Isolation
If rental properties have outdoor taps, instruct your tenants (or arrange directly) to turn off the indoor isolation valve and open the outdoor tap to drain the external section of pipe before the first frosts. A standard outdoor tap installation includes an indoor isolation valve for exactly this purpose. An un-isolated outdoor tap with water in the external pipe section is vulnerable to freezing and bursting, causing a water leak to the outside of the building or, in a worst case, to a wall cavity or adjacent internal space.
Loft Insulation and Cold Water Storage Tanks
Many older London properties — Victorian terraces and purpose-built blocks built before the 1980s — have a cold water storage cistern in the loft. Loft cisterns are particularly vulnerable to freezing because the loft space is unheated and often poorly insulated. The Water Regulations require cold water cisterns to be insulated on all sides except the bottom, and to be covered with a fitted lid. The insulation slows heat loss from the water in the cistern during cold periods. Check that the cistern insulation is intact and that the lid is properly fitted. Pipes in the loft space should also be lagged. Any cold water pipe running across the loft floor in an unheated loft is vulnerable to freezing. Foam pipe insulation (pipe lagging) is inexpensive and straightforward to fit. Pay particular attention to pipes near the eaves and any pipes running close to ventilation openings in the loft.
Gas Safety Certificate Renewal
Landlords must hold a current Gas Safety Record (CP12) for every rental property. The certificate is valid for 12 months from the date of the inspection. If any certificates are due to expire before the end of winter, schedule the renewal inspection now rather than allowing the certificate to lapse.
