London property developers completing residential schemes face a complex matrix of compliance obligations across plumbing, gas, electrical, drainage, and fire safety disciplines. Missing a required certificate or sign-off can delay practical completion, prevent the sale or letting of units, and expose the developer to enforcement action. This compliance checklist covers the key plumbing, gas, and electrical sign-offs required for London residential development completions.

Building Regulations Compliance for London Residential Developments

The primary statutory compliance requirement for a London residential development is the Building Regulations completion certificate from the Building Control body that has overseen the project. This certificate confirms that the development has been inspected at key stages and that the inspector is satisfied that the work has been carried out in accordance with the approved drawings and the requirements of the Building Regulations. For developers using a private approved inspector rather than the local authority Building Control service, the certificate takes the form of a final certificate issued by the approved inspector. The completion certificate or final certificate should be obtained for every dwelling in the development, and copies should be retained in the developer records and provided to purchasers on legal completion.

Alongside the Building Regulations completion certificate, a number of discipline-specific compliance documents must be in place for a London residential development. The gas installations in each dwelling must be covered by a Gas Safe commissioning record, typically completed on the Benchmark commissioning checklist, which records the details of the boiler or gas appliance installation, the commissioning data, and the Gas Safe registered engineer who carried out the installation. Water Regulations and Thames Water Compliance for London Developers

The Water Supply (Water Fittings) Regulations 1999 require that all plumbing installations in new London dwellings comply with the requirements of the Water Regulations, and that any installation that could contaminate the public water supply is carried out only by an approved contractor and is notified to the water supplier before work commences. In London, Thames Water is the relevant water supplier, and a notification to Thames Water is required for any new water supply connection, any significant alteration to the cold water system, and any installation of a system that includes a connection to a non-mains water source such as a rainwater harvesting system. Fire Safety and Drainage Compliance for London Residential Developments

London residential developments must also comply with fire safety requirements that have implications for building services installations. The fire strategy for the development will specify the fire resistance requirements for penetrations in fire-rated floors and walls made by plumbing and heating pipework, the requirements for fire dampers or intumescent collars where services penetrate compartment boundaries, and the requirements for fire stopping around all service penetrations. The building services contractor must ensure that all penetrations are fire-stopped in accordance with the approved fire strategy, and the fire stopping works should be inspected and certified by the fire safety consultant or Building Control inspector before the floors and walls are finished.

The drainage installation for the development must be tested and certified before practical completion. A hydraulic pressure test should be carried out on all pressure pipework, and a water flow test should be carried out on the drainage system to confirm adequate drainage rates. For developments that included new public sewer connections, the Thames Water connection agreement must be discharged and the connection inspected and approved by Thames Water before the drainage system is brought into service.
