Insulating a Cold Water Tank in a London Loft: What You Need to Know

Correctly insulating a cold water storage cistern in a London loft prevents freezing in winter and keeps water temperature below 20 degrees Celsius to control Legionella risk. This guide explains what is required and what mistakes to avoid.

Why Cistern Insulation Matters

A cold water storage cistern in a London loft is exposed to the ambient loft temperature, which varies from below freezing in cold winters to above 40 degrees Celsius in hot summers. Water Regulations require that cisterns are insulated to prevent freezing and to maintain stored water below 20 degrees Celsius — the lower temperature limit above which Legionella bacteria can begin to grow. Both objectives are important but they apply at different times of year: the anti-freeze objective is relevant in winter, and the Legionella temperature control objective is relevant in summer.

What Correct Insulation Looks Like

Correct cistern insulation consists of a close-fitting jacket of mineral wool, rigid foam board, or a proprietary pre-formed cistern jacket applied to the sides and the top of the cistern. The jacket should be continuous — no gaps at corners or around pipe entries — and the lid of the cistern should be insulated as well as the body. Most purpose-made cistern jackets are available in standard sizes for 50-gallon (230-litre) and 100-gallon (460-litre) cisterns, which cover the majority of standard domestic cisterns in London.

The critical point that is frequently misunderstood and misapplied is that insulation must NOT be fitted under the cistern. The floor beneath the cistern — and the loft floor itself immediately around the cistern — should be left uninsulated. The reason is heat flow: the warmth from the heated living space below the loft floor rises into the loft void through the uninsulated loft floor area around and beneath the cistern. This thermal input from below prevents the cistern from freezing in cold weather. If the loft floor is fully insulated — as is common in modern loft insulation installations that cover the entire loft floor area — and the underside of the cistern is also insulated, this heat path is eliminated and the cistern can freeze at temperatures that would not have caused freezing before the insulation was added.

The Loft Insulation Conflict

Many London properties have had deep loft insulation installed as part of an energy efficiency improvement programme. This is entirely correct for the loft floor area away from the cistern — 270 mm or more of mineral wool between and over the joists is the current standard. However, when a plumber or insulation installer extends this insulation to cover the full loft floor including the area beneath the cistern, they inadvertently remove the thermal protection that prevents the cistern from freezing. A significant proportion of frozen cistern call-outs in London in cold winters occur in properties that had full loft insulation installed in the previous few years. The fix is to remove the insulation from beneath and immediately around the cistern base.

Summer Temperature Control

In summer, the loft temperature in a London house can easily exceed 40 degrees Celsius during hot weather. Without adequate insulation, the water in the cistern can warm to temperatures above 20 degrees Celsius — the growth threshold for Legionella. Insulation on the sides and top of the cistern reduces the heat input from the loft air to the stored water. However, insulation alone cannot maintain water below 20 degrees if the cistern is very large relative to the water demand — stagnant water in an oversized cistern will warm up even through an insulated jacket if it is not regularly turned over by use. If a London property has very low water demand from the gravity-fed system (for example, if most taps have been converted to mains pressure by a combi boiler), the cistern size should be reduced to maintain adequate water turnover.
