Lead Pipe Replacement in London: Thames Water Scheme and Private Options

Many London properties built before 1970 still have lead service pipes. This guide explains the health risks, the Thames Water replacement scheme, and what the private pipe replacement involves.

Lead Pipe in London Properties

London has a higher concentration of lead service pipes than any other major UK city, reflecting the age of its housing stock. Properties built before approximately 1970 — which includes the vast majority of Victorian and Edwardian terraces in inner London boroughs, inter-war housing in outer boroughs, and many post-war council properties — may have lead service pipes running from the boundary stop tap into the property. Lead was the standard material for water supply pipework until the late 1960s because of its ease of forming and resistance to corrosion. Modern understanding of the health risks of lead in drinking water, particularly for infants and young children, has led to a programme of replacement across the UK.

Lead dissolves into drinking water particularly in areas with soft, slightly acidic water and when water stands in pipes for extended periods — overnight, for example. London water is hard due to its passage through chalk aquifers, which provides some protection because calcium carbonate deposits form a protective scale inside the pipe. However, this protection is not complete, and Thames Water regularly finds lead in water samples taken from properties with lead service pipes, particularly when sampled first thing in the morning before the tap has been run.

The Thames Water Lead Pipe Replacement Scheme

Thames Water operates a free lead service pipe replacement scheme for properties in its supply area that have lead pipes from the water main to the property boundary. Thames Water owns and is responsible for the service pipe from the main up to the boundary stop tap — this is the section Thames Water will replace for free. The replacement involves excavating the pavement to expose the existing lead connection, cutting and removing the lead pipe, and installing a new polyethylene (MDPE) pipe from the main to the boundary box. Thames Water coordinates the excavation and reinstatement of the public footway as part of the scheme.

To apply for the Thames Water scheme, homeowners contact Thames Water directly with their property address. Thames Water confirms whether the public section of the service pipe is lead, schedules the replacement, and carries out the work. There is no charge to the homeowner for the public section replacement. The scheme does not cover the private section of the service pipe — the pipework inside the property from the internal stop tap to the kitchen cold tap or rising main. This section is the homeowner's responsibility.

Private Section Replacement

The private section of the service pipe runs from the boundary stop tap — in the pavement — through the external wall of the property, under the floor or within the wall structure, to the internal stop tap. In a typical London Victorian terrace, this section may be 3 to 8 metres long. The replacement involves excavating alongside the property wall or under the floor to expose the lead pipe, cutting out the lead pipe, and installing a new 25mm or 32mm MDPE or copper pipe. The new pipe is connected to the boundary stop tap at one end and to the internal stop tap at the other.

The cost of private section replacement in London depends on the length of the pipe and the difficulty of access — whether it runs under a solid concrete floor, through a Victorian cellar, or under a garden path. A straightforward private section replacement in a typical London terrace costs from £600 to £1,200. If excavation under a solid floor is required, the cost increases.
