Understanding which notifications are required, who is responsible for making them, and what documentation must be provided helps London homeowners, landlords, and developers ensure that their gas installations are compliant and properly certified.

Gas Safe Registration and Notification Requirements in London

Under the Gas Safety (Installation and Use) Regulations 1998, all gas work in the United Kingdom must be carried out by a Gas Safe registered engineer. This is a legal requirement that applies to all gas installations in London residential properties, including the installation of new boilers, gas fires, gas cookers, gas hobs, and any extensions or alterations to the gas supply pipework within a property. The Gas Safe Register is the official register of gas engineers who are legally qualified to carry out gas work in the UK, and it replaces the previous CORGI registration scheme that applied until 2009. An engineer working on gas installations without Gas Safe registration is committing a criminal offence, and any gas work carried out by an unregistered person is not covered by the certification and notification requirements that protect the property owner and building occupants.

A new gas boiler installation is notifiable under the Building Regulations because the boiler is a combustion appliance whose installation affects both fire safety and energy efficiency, and because the Building Regulations require that new boilers meet minimum efficiency standards and are fitted with the required heating controls.

The notification route for most domestic gas boiler installations in London is the Competent Person Scheme, under which a Gas Safe registered engineer who is also registered with the Benchmark scheme can self-certify the installation without requiring a separate Building Control application. Under this route, the engineer completes the Benchmark commissioning checklist at the time of installation, which records the details of the appliance, the commissioning measurements, and the controls fitted, and submits a notification to the Gas Safe Register and the local authority on behalf of the homeowner. Gas Safety Certificates and Landlord Obligations in London

London landlords have specific obligations under the Gas Safety (Installation and Use) Regulations 1998 to ensure that all gas appliances, flues, and pipework in their rental properties are maintained in a safe condition and are inspected annually by a Gas Safe registered engineer. The annual gas safety check must be carried out within 12 months of the previous check, and the gas safety record produced by the engineer must be provided to existing tenants within 28 days of the check and to new tenants before they move in.
